Well, that’s just my assessment from the video. I think they were shooting at the vehicle before it ever hit the snow. Can’t see it and that’s just a hunch. The vehicle was clearly attempting to avoid striking the road block which they came upon quick on a sweeping curve.

That's a stupid place to put a roadblock unless it is for an ambush. I am no expert on this of course.
