The scene is too far away with too little clear detail to see exactly what the man actually was doing with his hands. Everything about what he did with his hands is pure speculation at this distant view.
I don’t know, from the very short clip above, it looks like he was being shot from the front and the back, spinning and putting his hand out - like spinning to face whoever was shooting and putting out his hand like stop. However, I’m not LE, and am partial to the guys that were stopped.
And you can’t tell when the police/fbi, whatever they were shot. So you don’t know if he was grabbing for a gun or grabbing where he’d been shot.
Doesn’t prove a thing one way or the other.
