Not true. If the donor designated a contribution for a specific purpose, the charity is required to use it for that purpose. It would be illegal for the charity to use funds given with restrictions by the donor for other purposes.

In order for donations to be classified as "restricted funds," the restriction must be explicitly designated by the donor. The donation page that Trump has set up does not contain any language stating that the donations will be used for a specific purpose, nor does it provide any space for a donor to list any such restrictions.

Donations made through the link are very likely "unrestricted funds" for the foundation.

Nevermind. I now see that they have added language to the donation page saying that the funds will be used for veterans. In that case, they are likely restricted funds, yes.

Yup. It’s amazing how so many people don’t understand business organizations, accounting, auditing procedures, etc.
