No, they're not. They're mostly within recent months. He was arguing for giving illegals a path as recently as August. He defended single payer as recently as the first debate. The rest are somewhat recent too.
Cruz's however, are just from this past congressional cycle.

While he changed his position on H-1B visas (for the better) recently, informed by the trend to fire American workers and make them train their replacements, the rest are longstanding positions. AS I said, he was the leading force against the amnesty bill that Rubio supported (and so did Trump, IIRC.)
