Has nothing to do with their respective virtues, or in Brown's case, lack thereof.
Seen the video from the airplane.
He does not charge. He tries to run from the vehicle, but was caught between two agents. He stops, and then appears to reach to his side - where a holstered weapon would be.
Suicide by cop from what I can see.
And definitely not a traffic stop.
