For someone like you, it probably does seem "weird". That said, by all indications, he was prepared to surrender. He had is hands in the air - that's usually a sign of surrender - no?

Uttering those words does not give police license to come out shooting...which many will bet is what happened.
The man is in his mid-50s with about ten kids and twenty grandchildren. He had women in the vehicle he was driving.
How hard is it for authorities to "wait out" the protesters? Give federal agents enough fully-automatic weapons, tanks, drones, and other assorted hardware...and eventually they can't resist the urge to use them. So predictable.
