Well trained soldiers in the era of muskets could load and fire 4 or 5 presented/aimed shots per minute. With a Brown Bess flintlock. That's more than twice as fast as I can manage when I'm in practice.

Ramming Brown Bess is easier than ramming a rifle; capping a caplock is easier than priming a flintlock.
