Nope, that was George HW Bush’s doing. I suspect that is why he never got a 2nd term. Big swathes of the blue collar white population stayed home who might have voted for him. Heck, I was hearing about it in 1996, while driving through some rural areas in the Midwest. As a citified dipshit(TM), it was the first time I had come face to face with this rancor. The cursory news accounts I had previously read, back in 92, referred to it as a shootout between Feds and people who were trying to kill them.
