A felony stop, as in the agents felt they had probable cause to stop the vehicle for a felony crime. Law enforcement would conduct the stop with weapons drawn and a be at a clear advantage. It would not be smart to pull a weapon if you were in the vehicle.
It sounds like the FBI has had warrants in their possession and were waiting for the opportunity to arrest.

My guess is that they chose the spot very carefully — and had snipers in position.
They probably would like to have made arrests without any shooting but.....

What official duties? The refuge was seldom visited and the building was closed. Maybe charge them with trespassing.
