Well, the MEDICINE often prescribed to stop coughing and spasms are narcotic - often reacting with alcholol and causing significant "narcotic-like" symptoms (don't drive a car, don't operate equipment, don't take with alcohol, causes sleepiness, etc are the usual precautions.)

Can we add "Do not operate a government" to that list?
