Well failing to indict is essentially a Constitutional Crisis, so at that point who cares about ethics?

Not to worry, Obama will pardon Clinton along with just about every one else he can think of, e. g. Ramey Yousef, the
Blind Shiek, what is left in Gitmo, and on and on. And of course, our gutless congress will do absolutely NOTHING!

Gasp!! That is criminal. Don't you think they know that? That is why it is widely assumed the report will be leaked and I doubt it can be traced. Sometimes civil disobedience is needed. Particularly, if there is no grand jury and no effort by the AG to follow the FBI’s professional recommendation. A competent candidate can do wonders with this.
