With all the energy jobs, I would have thought Houston would not be so liberal.

I think the mayor of Houston tried to make pastors turn over their sermons for approval, if that gives you any idea the sort of people in charge there.

Almost all of those oil jobs are outside the Houston city limits, and many oil company HQs are moving outside the Houston city limits.
