If this statement is true, how did Cruz’s father obtain Canadian Citizenship? They moved to Canada together, stayed there eight years and came back to America together. Since Cruz was 4 when they returned, 8-4=4 and you stipulated Canadian law REQUIRES 5 years of residency.
They lived in Canada a total of 8 years. They left when Ted was 4. Ted was born 4 years after they arrived in Canada.
