Its unfortunate. Balancing individual rights and freedoms against the public interest always is. In America we side with the rights of the individual more than in any other Nation but there are exceptions. I think there is a need for eminent domain but wish the uses could be clearcut and in areas where it is unavoidable.
Atlantic City was a terrible slum with no jobs. The city decided to pursue a plan to revitalize the center as have many other cities. Hard to do that without Eminent Domain.

Constitutionally, eminent domain is to convert private property for government use, ONLY. The free market can decide the best use of property. It always does.
