At a site I'm familiar with "trusted downloads" require signatures on forms approving the movement of information from a classified system to unclass. This has to occur for every single instance. There are automated logs and records of every download and who performed it. There are no blanket approvals. Want to move a file - get signatures and approvals and reviews of the data by two people to ensure it is clear. Want to move another file after lunch? Get signatures and approvals and reviews of the data by two people... It is a pain in the backside - by design - because you don't want people doing this very often. Every time is a risk that the reviewers will miss something.

Clinton and her staff had to make a conscious effort at moving classified off to an unclass system. This is criminal, they should all be prosecuted and imprisoned.
