John Jay, the future First Chief Justice of the Supreme Court sent a letter to George Washingtin, Chair of the constitutional Committee, advising the use of th term Natural Born Citizen as is found in Vattel. There is a tremendous amount of evidence that the Founders nd Framers were extremely familiar with Vattel’s work. Originally publishd in French, it was translated into English very quickly. The founders were the authority on the constitution, and when they convened as the congress they clarified the meaning: A natural born is one who is a citizen regardless of where he is born.
