Mom had to apply for papers to instate Ted as an American citizen, I read that. Mom and Dad were Canadian citizens, with voting privileges.

If mom was Canadian citizen she had to rescind her American Citizenship. Once rescinded, she couldn’t get the American Citizenship back.
