The parents, Hannah and Dave Edwards, indicated that they were concerned that their son may be bullied, and asked that the school pre-empt any potential bullying at an instructional level.
Note to parents encouraging this behavior. If you don't want your son bullied at school, don't put him in a dress. Don't expect the whole entire school to change because of what you're doing to your son. I would never tolerate the teaching of this BS to my children, other parents should do the same.

There are some who would say that these parents are the bullies, since bullies expect to get their own way, no matter who else has to pay the burden/the price.
