A simple way to kill the guest worker program(s) is to implement a tax on the company that hires foreign workers, so that it raises the cost of the job to median +10%
Ironically, that is exactly the method they employ in Japan. As a result, the wage level of the industry is raised and more locals are attracted into the field.
The foreigners thus employed are fewer and grateful to their host country for the opportunity, rather than p*$$ed off about being exploited. I know this because I was such a worker in Japan for 14 years.
