No, they won't.
- An EO (or group of EOs) rescinding Obama's overreaching EOs.
- A budget defunding Obamacare and Planned Parenthood.
- Add waivers to the existing waiver list covering the remaining people not already covered.
- Clean house in the court system by replacing all activist judges that are under appointment descresion.
- Use the bully pulpit to drive an agenda of measures to repeal Obamacare permanently.
All these are powers currently available to the Executive Branch and have a track record of Constutionally appropriate use. Sadly, the budgetary one is rarely used, but it is there.

Clean house in the court system by replacing all activist judges that are under appointment descresion. All Article 3 judges (District, circuit court and SCOTUS) are lifetime appointments. You can't "clean house" in the Federal judicial system.
