2 Cor 3:17 is an odd reference to make in this context.

Because in some translations it ends “there is liberty”; and he’s speaking at Liberty University.

That’s my guess.

Seems to be the best in my book. God and Liberty are the whole ballgame. What better way of expressing that belief than 2 Cor 3:17? It was exactly what the entire Constitution is based on and the writings and words of the Founding Fathers confirm exactly that.

It looks as if he was using that scripture as a reference to Liberty University itself.

where the Spirit of the Lord is, there is [Liberty University].

My guess would be that he did a quick search for the word "Liberty" somewhere in the Bible and found a verse.

2 Chronicles 7:14 is actually much more applicable to our day.
