As I pointed out, the parents can apply for a Consular Report of Birth Abroad (CRBA). According to the article you've linked, they did apply for a CRBA and it was given.

Natural Born Citizen doesn’t require you to be born in the US.

Under the law there are conditions where a person born outside of the country is still considered a NBC/citizen at birth.
