Fear of collateral damage. The President’s approval is specifically required if we penetrate the territory of another nation on a military mission.

This is definitely not a unique situation.

Pueblo and Liberty also were in a position to be ‘rescued’ but in both cases airborne jets were recalled, in fact the ‘great lbj’ basically said get those MF’ers back

“WE” basically stood back and let American Sailors be killed and there really was never a legitimate excuse given.

One theory on the Pueblo was that a TTY machine was placed on board to get it in the hands of the Russians.

Is supposedly had a ‘glitch’ built into it and as a result of the machine we learned the Russians were ‘reading our mail’.

It did/does have a little credibility as it basically coincides with the start of John Walkers spy activities.

Only the POTUS can give “cross-border authority” .. that is permission for our military to cross over from one country into another - because neither of those countries are America.

Obviously, no authority was given .. meaning the military had to turn back.
