They would have had orders to circle on standby, or something similar, while awaiting cross border authority, but they would have needed a positive order to proceed. It's hard to cover for invading a country you never had permission to enter.
They may also have assumed that another team received the go order. Everyone in uniform knows that Obama is the most evil person ever to set foot in our White House, but even by his standards this was reprehensible. Obama gets away a lot of damage because no one believes he would really go that far. He keeps doing it, and it still surprises me.

You and I would like to think military commanders would say something like “Say again, you were broken and stupid” and press. Not the case. Who’s to know if this is a situation where you are being called back wrongly or the situation is resolved and under control?
The guys in the field take their orders from the NCA and Gen Hamm passed the denial from the NCA and they had to act on that order. The troops in the field are prepping while en-route and they aren’t on-scene and as far as they know, if called off, the situation is now under control. It is not unusual to have the mission called off while en-route.

Wrong. Cross Border Authority (CBA) is either given or it isn’t. If it is not, they MUST turn back. There is no such thing as a “stand down” order. There is only permission to cross a border or take action within a border. CBA is specific in that it must be given BY THE PRESIDENT or else by default the military must not act.
So, to use common vernacular, the military operates with “stand down orders” at all times unless Cross Border Authority is specifically issued.
