Why stop at cell phones. Why not ban radios, windshield wipers controls, gear shifters, bowls of cereal, books, makeup, shaving, and anything else that distracts drivers.
Henceforth, all pedestrians required to wear a full Burka. If it prevents one accident....
And rain - don't forget about rain, snow, dark of night, bad roads, billboards, pretty girls in convertibles, hunky guys in jeeps, deer, opossums, armadillos, squirrels, other cars, big trucks, bicycles, pedestrians...
