The verse wasn’t meant to accuse or excuse Bowie, but to answer the virtuous pagan question. I have no idea about Bowie’s spiritual condition and, no, I would not consider him a virtuous pagan.
I have no evidence that he was a pagan at all, that’s a fairly serious accusation IMO.
