Quite the opposite. You are under thinking it. These are the ‘depends what the meaning of is is’ people.

Here are her exact words:

It is hard for the American people to make sense of that because it is senseless and it is totally unacceptable.”

Those words were deliberately written by an attorney to confuse the listener and allow future deniability. There are two statements there that were intentionally not combined but sound like they are. Read it very carefully and don't shoot the messenger.
