By the contemporary laws of both lands, arguably counted “natural born” of both. The fee and paperwork wasn’t to “OBTAIN” the US citizenship, it was to get official affirmation of it. There wouldn’t have been any of the requirements demanded of foreigners.

That’s the case he is trying to make. Weak case.

Cruz only became a US citizen after he received official recognition by the government. That’s how it works. Cruz may have always been US citizen “in his heart”, but he couldn’t enter the country legally on the day that he was born. And he can’t be elected president now.
