No. He was made a citizen solely by virtue of the generous provisions of the 1952 Immigration and Naturalization Act, not by nature.

So, then he has a naturalization certificate, or he did not need one because he was already considered a citizen.

No. He was made a citizen by virtue of the immigration and naturalization laws. So, it matters not whether he has some certificate.

Nature isn’t determined by a government form.
