That's what I was taught in school in the late 60's. Somewhere along the line, it morphed into what it is today.

Territories aren't states! There are different laws for territories, although has granted retroactive citizenship at birth to those born in Hawaii and Alaska, reaching back 50 years prior to statehood.

8 USC 1408.

Nationals but not citizens of the United States at birth Unless otherwise provided in section 1401 of this title, the following shall be nationals, but not citizens, of the United States at birth:

(1) A person born in an outlying possession of the United States on or after the date of formal acquisition of such possession; ...

Just as points of curiosity. Congressional Acts as to citizenship and nationalization are convoluted, especially when viewed over time, as they are amended and repealed.
