There are many legal minds that disagree with Napolitano on what is a natural born citizen and a citizen. There is a difference and Napolitano has not cleared this up with his statement.
Which is why, until the appropriate authority does clear it up (which will not happen in the foreseeable future apparently), IMO Cruz with his American mom is absolutely eligible and this entire discussion is silly.
