Keystone may be private but would come under “public use”, wouldn’t it?

Public benefit. The oil and the pipeline are all owned by Keystone. It's not like it's transferring publicly owned water to homes.

Venezuelan dictators found out that’s a job/economy killer. So China and Russia are trying to prop them up.
