I agree the CRS' opinion is that there is VERY LIKELY that Cruz is NBC.
They also indicate legitimate legal questions remain.
With the specter of "legitimate legal questions" remaining, you can bet your last dollar that will be exploited by Democrats, if not by a GOP primary candidate...or a state or few.
