Those types of records are "sealed" for everyone by law. A third party cannot just request those records - they would have to get written permission from the person to whom the records refer. So if your intent is to imply that Cruz is going around having the court lock up his records, you are factually incorrect.
I am not, but it appears as though the author is.
Certainly Cruz himself could release those records any time he chooses, and I hope he does soon.
