That's what's been concerning me about those Black Lies Matter jagoffs pulling their so-called "protests" on highways. Has made me wonder how much of that is simple obnoxiousness or if they are dry runs for something else.

Probably a combination of both.

Shortly after 9/11 I was in Baytown, TX and I don’t have a doubt there was a dry run or possibly a drill by the feds on locking down a city.

Every major road into and out of Baytown was blocked by minor fender benders all at the same time.
