Age of consent is 18 in Arizona, but there is a legal defense against prosecution in this scenario:

It is a defense to a prosecution pursuant to section 13-1405 if the victim is fifteen, sixteen or seventeen years of age, the defendant is under nineteen years of age or attending high school and is no more than twenty-four months older than the victim and the conduct is consensual.

Juvenile delinquency would apply but that’s a different law and the penalties are small.

Anyhow there seems to be no real hero or heroine here. Holding the lad at gunpoint for police would be a legal thing but it looks like it wasn’t even dreamed of here. Society still enforces other norms even if not sexual ones any more.
