ALL applicants would be in the SAME line. Trump would streamline the archaic application process, by cutting out the bureaucratic system we now have. In a sense, everyone would receive priority processing, compared to what we have now. Legal immigrants are being held up by the yearly quota limit.
The yearly quota limit dictates that x number of legals are allowed in each year. And x number of legals come in per year. There is no archiac application hold up.
