OK. Yes, here it was a vote against a guy who was really no longer in good stead with the party. Virtually no credible Republican leaders were cheerleading for him to take that job. If they had, Hagel would never have been considered by Zero.
That could very well describe Cruz' standing vis a vis McConnell and his crew (this may fail your "credible Republican leaders" test). That's why I said that Cruz might be more effective as Trump's agent in the Senate to thwart McConnell instead of in a Cabinet position he might not get and be damaged in the nomination fight.
