Well, duh . . . let me see if I’m following you correctly. Russia reserves the right to threaten its “near abroad” with nuclear weapons, and also reserves the right to prevent them from arming themselves?

No - I was just responding to your request to a pointer that would direct you to “the information that indicates Lithuania wants to target nuclear missiles at Russia.” Not Lithuania, but possibly Poland.
