I’m 62. Even the bronze plan is so expensive that I can pass on insurance and not have to pay a penalty thanks to the 8% rule. To do it, I moved to KY, where my standard of living is MUCH cheaper and I keep my TAXABLE income below approximately $100,000. And because obamacare dramatically increases in price every year, I can continue to increase my income and still remain under the Minimum where I have to pay a penalty.

And the dirty little secret is that the price of health care is WAAAAAAAY cheaper if you don’t use insurance to pay for it.

I got tired of the VA and their changes since about 2014 so I took out a Medicare advantage plan. The BCBS Diamond Advantage is a good plan. The price here is 218 a month. I can live with 2700 max out of pocket. The VA just got rid of a number of COPD RX’s such as foradil. They are back at cutting pain meds again.
Yes, you could set up some kind of interest bearing account set aside for emergency medical expenses. $26k is a heck of a good start for two years. If you can avoid emergency expenses for 10 years you would have enough to cover nearly anything that could happen.
