How far up the chain has it been appealed? How long did the appeal process take? Whether the ruling stops the action depends upon what the court says. Sometimes the court will direct the action cannot proceed while the appeal is being litigated. Other times the court will allow the action to continue during the appeal. The court decides, not the “republicans”. If this process takes longer than Obama will be in office, it won’t stop the orders.
BTW, without seeing the orders, I doubt you could find a court that would grant “the republicans” standing to appeal. You probably would have to get a state to go to court claiming that Obama is usurping state privilege just like the example you cited. You could claim the states need to do something but you cannot say that the “Republicans” need to “do something”.
Conservatives need to get a grip on what can be done and who can do it rather than making knee jerk demands that “the Republicans need to do something”. Exactly who “needs to do something”. Exactly what do they “need to do”.
