No president has ever issued as many EOs as OZero has. But it’s not just that he has issued more than all other presidents combined. He is the first to issue them for anything other than the routine minutia of running the White House. I’m told Ronald Reagan issued only a few - most dealing with things like when his staff could and could not use vacation time and procedures for ordering office supplies.
