I may as well provide the entire quote for context and analysis of the problem which stems from the conflict between two types of people in this world. Those who understand the natural rights possessed inherently by all and recognize the limits those rights impose upon them to interfere with the activities of others and those who do not. The first quote logically leads to the second which follows it. One whose thoughts are irrational in this regard will be laying their lives on the proverbial line. Anyone possessing the power of reason will arrive at the conclusions expressed in those quotes of Heinlein. Some, unfortunately, must read quotes of statements made by others who have performed rational analyses of events and stated opinions while again, unfortunately, others will remain irrational and suffer mightily before reaching those conclusions, if not perish from the inability to reach them, as a result. Lastly I offer a third Heinlein quote for consideration by all who read this.

“When any government, or any church for that matter, undertakes to say to its subjects, This you may not read, this you must not see, this you are forbidden to know, the end result is tyranny and oppression, no matter how holy the motives. Mighty little force is needed to control a man whose mind has been hoodwinked; contrariwise, no amount of force can control a free man, a man whose mind is free. No, not the rack, not fission bombs, - not anything - you can’t conquer a free man; the most you can do is kill him.”

This is a quote from one of a collection of stories from Heinlein’s Future History. The plot of this offering involves a revolt against a theocratic American government founded upon Christian Protestant fundamentalism.
