68% of House Republicans voted NO, so the applause you heard was from Pauly Rhino's RAT Party and the Rhino Republicans that love big Government and have no plans on cutting anything. They couldn't wait to increase DOD budget all the while NOT taking it out of all the social wealth spreading that goes on up there in that DC Cellpool.
