Did this law pass after Lincoln arrested the Maryland Legislature? November 1864. Since Lincoln never arrested the Maryland legislature I can't tell if it was before or after.

Habeas corpus was suspended and the Maryland legislature placed under house arrest in Fort McHenry before they could vote on secession after Maryland was occupied by Northern State Militias. Do some research on the Baltimore riots that ensued with that invasion. Maryland wasn't a union state, it was an occupied Southern State.
