In antiquity ram's horns were a symbol of divinity. That's why Alexander the Great was portrayed with ram's horns on his coinage, as Zeus Ammonius, part of his "regime propaganda".
Even in Christian iconography, Michelangelo's Vatican statue of Moses shows him with rudimentary horns on his forehead, symbolic of divine power and authority operating through him.
