Freddy ran from the cops and slammed his head into a curb when he slipped or got tackled.

As one FReeper astutely pointed out, in this and other cases, prosecutors over-charge to give the mob the impression they are taking a harsh stand against the cops - knowing full well no jury would convict them because the incidents don’t rise to the level of murder (or even manslaughter). The government says it tried, but the jury system failed; what else can they do? The payment to the family is the abomination.
