The closing the internet thing is from something Trump said:

We have to talk to them about, maybe in certain areas, closing that Internet up in some way. Somebody will say, ‘Oh freedom of speech, freedom of speech.’ These are foolish people. Trump is how old? He doesn’t know the technical but he raised an important point: Why is Twitter and Facebook allowing their websites to be terrorist recruiting ground?

Does Trump understand the Internet? Does he understand what NSA does? Brilliant engineers work for NSA. We have our best people working on encryption and decryption. NSA understands the Internet as well or better than anyone in the private sector.
Cruz said it right tonight. We have the technology to deal with ISIS on the Internet - and it won’t mean shutting some of it down. Our problem is that we are fighting ISIS using PC Rules of Engagement. That has to change.
