Until it is not. A lousy $20,000 house holds up a multi million dollar development that would provide many jobs held up not for the love of the property but for the exorbitant profit opportunity. Ever see a damn built to produce power or for flood control? Maybe a freeway? Or a railroad? Maybe an airport?
