As a civilian worker I've ridden along with cops in SF. A few decades ago on a first ride through a ghetto they advised me to slouch down in case someone took a pot shot at them from the surrounding low income housing areas. There was a bit of fear in them. A neighbor cop behind my house got murdered in the ghetto by a gunman maybe a decade ago. That ghetto has since improved from the hellhole it used to be. But yes, every city has it's bad area where you watch your back.

You are correct: hellholes are improving because of the never-ending INCREASED property values in California.
Oakland always did have a VERY posh part of town as well.

My youngest daughter lived in Oakland for a few years, in the upscale part of the hills near Piedmont district. Very upscale restaurants, stores and entertainment a block or two away. Unfortunately she had to commute the Oakland streets through ghetto areas to reach her job in Emeryville. People were getting carjacked and shot in drive-bys on those same roads she commuted on (Martin Luther King Blvd, need I say more?). Glad she moved away. When I worked with SF cops, the ghetto I spoke of was Hunters Point. Cops had a SWAT facility there full of tactical gear; I was very impressed seeing all the tactical equipment and vehicles in warehouses there. Too bad they had to go through the slums to reach it. Recently a lot of Asians are moving in, displacing blacks, and the area is improving.
